Water Sports Foundation, Inc. (WSF), a division of the Water Sports Industry Association (WSIA) created a Public Service Announcement (PSA) video encouraging boat operators to connect their kill switch lanyard. The video was created as part of a U.S. Coast Guard grant. While the video is shot in modern times and uses background music it seems a bit like an old silent movie in that no words are spoken.

WSF did a great job in using emotion to bring the point home to boat operators. It is nice to see the use of a silent message that really drives the point home and it does it quickly.

A number of materials have been created as part of a package to assist boat builders. They are of use when using the U.S. Coast Guard Boating Accident Report Database (BARD) to Post Sale (after sale) monitor safety of their boats. The hope is that boat builders will use that information to improve the safety of their vessels. Gary Polson of PropellerSafety.com / Polson Enterprises authored these materials.

These materials are not professional advice. They are educational materials to stimulate discussion. They encourage boat builders to develop their own processes to best use BARD for their specific situation.

We hope boat builders / boat manufacturers will use them to Post Sale Monitor the Safety of their boats and take action when needed.

U.S. Coast Guard Boating Accident Report Database Training Videos

Training videos / Tutorials on how to use the U.S. Coast Guard Boating Accident Report Database (BARD). These were produced by Gary Polson of PropellerSafety.com / Polson Enterprises.

We hope these videos encourage boating safety professionals and those developing boating safety related products to use the BARD database. They can use it to better understand boating accidents and to optimize their boat accident prevention / mitigation efforts.

Those efforts may be behavioral efforts:

  1. encourage wearing of life jackets

Device based efforts:

  1. develop new devices to prevent boat accidents like an automatic kill switch system that does not require use of a fob

Or Regulatory based efforts:

  1. like the recent mandatory wear of kill switch lanyards law

Post Sale Monitoring Product Safety

We especially hope boat builders will use our videos to help them take advantage of the opportunity the U.S. Coast Guard BARD database provides. BARD allows boat builders to Post Sale Monitor the safety of their boats. Builders can identify accidents involving their products in BARD. Once a problem is identified, builders can study it, and design safer boats.

A thorough boatbuilder Post Sale Monitoring program includes other tools. But BARD is definitely a major arrow in their quiver.

Malibu Boats, the towboat / ski boat manufacturer is used as an example in our Boat Builder training videos.

Post sale monitoring of product safety is sometimes called post sale surveillance or post market surveillance.

U.S. Coast Guard Boat Accident Report Database (BARD) search strategies and methods for boat builders are presented in a paper by Gary Polson of PropellerSafety.com / Polson Enterprises.

We produced a series of videos in an attempt to expose members of the boating industry to the BARD database. We particularly encourage boat builders to use BARD as a tool to monitor post sale accidents involving their boats and use that knowledge to improve the safety of their vessels. Some call this post market or post sale surveillance.

This paper describes methods used in the videos to identifying accidents involving a specific boat builder’s vessels in BARD. It also discusses how certain search methods compare with one another in terms of how much effort and skills they require and how successful those search methods might be. Read More →

The U.S. Coast Guard Boating Accident Report Database (BARD) should be a central component of boat builder / boat manufacturer efforts to monitor the safety of their boats post sale (after sale / in use by customers). Similarly, marine drive manufacturers can monitor BARD for potential safety issues involving marine drives.

Post Sale Monitoring is sometimes called Post Sale Surveillance or Post Market Surveillance.

The BARD database has some quirks and shortcomings, but it is the best tool available to identify boat accidents by manufacturer this side of insurance records which are not publicly available.

We now provide a number of BARD training videos and support materials to assist boat builders using BARD as part of their post sale safety monitoring program. Our Basic Announcement

PropellerSafey.com announces the release of a series of nine training videos on use of the U.S. Coast Guard Boating Accident Report Database, BARD.

  • Four videos are introductory
  • Four videos focus on boat builders using BARD to Post Sale monitor accidents involving their boats.
  • One video covers the worksheets, tools, and other aids to assist boat builders in using these methods.

It is our hope boat builders will take this opportunity to identify boat accidents involving their vessels, learn from them, and take action to prevent or mitigate these accidents.

Our 501st post

Thought we would take a moment to recognize this is our 501st post since we converted our site to a blog format back on 20 June 2011. Number 500 was published yesterday. Today is 11 July 2020. Over that same time we have had well over half a million visits.

While 500 posts is a real marker, we note our site also boasts an additional 91 Pages, each one another separate post by itself. The Pages can primarily be reached by the upper top menu bar. They are generally topics that remain current, while at least some of the posts may be more fleeting in interest level.

500 posts is a significant milestone. If you add this post, plus the 500 posts, plus the 91 Pages, that makes a total of 592 articles on this site. We hope our viewers find at least some of our propeller safety coverage helpful.

Mercury Marine 1st Mate virtual lanyard

Mercury Marine launched the 1st mate, the marine industry’s first engine integrated man overboard and proximity based theft deterrent system in Dusseldorf in late 2019. They announced that launch in the U.S. on January 20, 2020.

Wearable wristband fobs (think Fell Marine, Mercury’s wireless technology partner), are worn by the operator (operator always gets the red one) and up to 7 passengers (other colors).

Cioban v. Silverthorn: houseboat propeller case decided

A hat blew off woman on the upper deck of a rental houseboat on Shasta Lake in California back on May 30, 2015. Olga Cioban walked down to the first deck, heard an engine running she thought was the generator, jumped from the stern to retrieve the hat, and was struck by the houseboat propeller.

Later she married the boat operator and became Olga Cioban-Liontiy.

She sued Yamaha (drive manufacturer), Twin Anchor (houseboat builder) later determined to be Waterway Houseboat Builders, and Silverthorn (houseboat rental marina).
